Attempting to come up with defense/special teams (DST) rankings for fantasy football in Week 1 is always a challenge. Defenses change, teams change, coaches change. Many fantasy owners gauge their DST pick on draft day on the past performance of the DST. Typically that strategy doesn't work out well, as often good defensive teams disappoint the following year.
In 2017, depending on league scoring, the top DST was the Jacksonville Jaguars, followed by the Baltimore Ravens. However, the next nine DSTs in terms of total points scored were separated by 36 points or less. Basing the rankings off last year, the Jaguars and Ravens secure the top two spots. Their opponents, the Buffalo Bills and the New York Giants, typically allow plenty of points to opposing DSTs.
